HELP - Bringing wife's stuff to Canada from India

Here is my problem....the airline allows only 2 suitcases at 23kg/each and 1 carry on 10kg
My wife has almost double that weight to bring here with her(lots of clothes and shoes lol)....To get an extra suitcase with the airline they charge $10,000 rupees per suitcase($200CDN). We asked DHL to courier and it would cost $5200 for 21kg but the problem is Canada Customs would charge a lot in taxes once I go to pick up.

Is there anyway to avoid the customs taxes with her sending by courier? She is moving all the way from India and to Canada and as most girls have soooo much stuff to bring. I briefly heard along time ago about a B4 or something and as long as stuff comes after she arrives the stuff would be exempt from Canada customs taxes.

Any help would be appreciated.....
