I am applying for another study permit to another Institution from outside Canada. How should the process be done? Is it from the same gckey account or I should sign up for a second account and apply from the beginning?

Sign into your account. once you are in your account home, scroll down the page to where it says:
Start an application

Click on Apply to come to Canada and follow the directions.

Did you not apply for your first SP application yourself?? The process is exactly the same as the first time you applied.
