Help: Applied Study permit, can I still apply the PGWP at the same time?

Hi,

I am currently an international undergraduate student just graduated from the university this month (4-years Bachelor's degree). I have recently applied the study permit for my Master's Program. However, my family is suddenly running into financial crises, so they are not affordable for my tuition fee. I am wondering if I am eligible to apply for the PGWP successfully now? (based on the fact that I am currently applying the study permit online, and I cannot find any way to cancel the application).

I am wondering if I am applying both permits at the same time, what will happen?

So there is no way to go into MYCIC and withdraw your application or raise a case specific enquiry ?
