Situation is as follows -

Currently in EE waiting to be drawn out, closed work permit will end in early 2018 but also think they are about to make lay offs. What options do we have. Can I apply for an open work permit as my EE is applied for?

You've submitted an express entry profile and are waiting to be selected / receive ITA - correct? If so, no - you cannot apply for an open work permit. You'll only qualify for an OWP once you've received ITA and have submitted your application.

Yes that’s the case.

We are starting to worry about not getting it through in time before WP expires, we do not have the funds in the account just to sit and wait nor do we have the funds to get us, the two kids and two dogs back to the UK, what can be done in this instance? As we have no body that can help us financially.
