You will certainly need an IELTS in General to apply (unless your French is very good and you do the TEF).

(http://www.cic.gc.ca/english/immigrate/skilled/apply-who.asp) If yes, then check if your occupation is in http://news.gc.ca/web/article-en.do?nid=841339 Your NOC code depends on the duties (not the title) described in the work reference letter that you get from your IT job.
