what can i explain about this unexpected matter pls advise and it should be submitted before August 03 2010 though i am waiting for medical

using negative substituted evaluation for the following reasons:

a) With basic writing skills and moderate listening, reading, speaking skills (per IELTS)
I believe you will have difficulty finding employment in Canada as a vocational instructor
(the field of your declared work experience) or in a related field;

b) Mohammad Jahagir, your uncle in Canada, has clearly not economically established there
as he has been unemployed since returning to Canada in July 2009 and he is (per 2009
T5007) collecting social assistance in Canada. Therefore, I am not satisfied that your uncle
will be able to significantly assist you in becoming economically established yourself.
This is a procedural fairness letter giving you an opportunity to respond to this information within
60 days from the date of this letter before a final decision is made on this case.

Brother do not worry. Since u have just few more days left to send a reply to CHC my personal opinion is as follows:
1. Book a seat at the earliest available date for IELTS. Write to visa officer that u r re appearing for IELTS.
2. Proof of funds - Increase ur funds declaration and show visa officer that u can support all in the application.
If u will not comply with these 2 points I am sure he will close ur file and the wait, tensions, patience ur dreams will all go in vain.
 
As Shibuya has just said..

Your priority now is to pass the IELTS with good grades, to convince the consulate that you can adapt & find a job in your field of experience.

As for the proof of funds, it will be better not to rely on your uncle in this matter..just try to show your ability to establish an economically good life.

Don't panic...just act :)

If i mention in my reply to cic that upon arrival i will engage myself further in English language course
and
Show them more bank solvency like actual cad 23000/+ another cad 30000/
plus
property assessment

Because i am really unable to manage my time for prepare myself again in IELTS within this short time period

I would also suggest you to take ielts again.
Dont waste ur time.
Act now.
 
You apply for IELTS NO matter if u r getting the dates by SEPT END ALSO. Atleast send the Registration bill and state u r appearing at a later date due to non availability of seats and rest as u planned regarding POF.
