Which one? If you want to study - get admissions, PAL, pay tuition, show $21k, take IELTS justify costs and apply for study permit.

If you want to work, look at immigrating through Express Entry. You want a Masters, bilingual, skilled work experience.

Do a deep research of what you want to study, what can lead to a good paying job and assess how much money you can really spend. The immigration rules are changing everyday and job market isn't that great either. Just to give you a perspective, Edmonton just posted a 9.5% unemployment and Calgary 7.5%.
