My name is shahzaib I am 22 years old I am associate chemical engineer with 2 years of experience in oil refinery as a trainee opreator but my education is total 12 years plz help which program should I apply for cz my numbers are so low should I apply in Canadian territories

You need to research PNPs and see where you are eligible based on your CRS score, PNP score, ECAs, NOCs and IELTs. If you are 22 then look at getting a Masters as you most likely need to further your education and get more work experience.
