Hello everyone i have a specific case and i need help from everyone.

I applied for PNP in Saskatchewan,Regina.I got the permit to Work there for a year...I went From Albania to Regina on August 2016 with my newborn Child for the first time...I applied for PR for me and my husband and my child on September 2016...I got a letter from VO Rome where they asked me to send reference letters where we(my husband and me) have been working .We declared that we have been working but we didn't have any insurance because in Albania in those years no one paid Insurance to the employers..Now VO Rome has asked me to provide proof of Health and social Insurance from Albania but when i submitted the application i explained that i didn't have any Insurance.Now how to prove To VO Rome that we have been working there,as the employer won't give any declaration because it could take a Penalty from our Country.Please Help me what to do with this Case...What to provide as they ask only health and social insurance and i can't provide that?
Please HELP !!!!!!

This is a typical type matter which we never saw. Why don't you ask to SINP directly by sending an email at immigration@gov.sk.ca
They will give the right answer within 2-3 days. You can use any email address to ask and no need to disclose your identity as well. (If you do not want to do so)
