If you have a degree then take a one year program either in Canada or foreign that will give you one year equivalency. You decide on the program based on your education and career path.

You need to assess why your score is so low. For example what is your language score? Assume you have at least one degree to qualify for the HC draw.

Since you already have a degree, a one-year program could give you that extra CRS boost
