I have been living in a different state from last 7 months, but my permanent address is still same as in my passport and my caregiver application for Canada.

In case, the Immigration office asks me to get a new PCC, from which state am I supposed to apply it. Also as a note my permanent address house is locked and no one lives there from last 7 months . I am living as a tenant with my family is a different state.

You can get PCC for your current address until you have address proof. If you are asking about Indian PCC, you need one. The PCC that you apply at Passport Seva Kendra is valid for the whole Indian Country.

If it's for the US, it is done through the FBI so your state doesn't really matter.
