Having declined a seat at a post secondary institution twice... Will CIC care?

Back in 2010 I applied for a 2-year course at a college, got accepted but had to refuse starting my lessons because I got sick. I wasn't living in Canada at the time. In 2013 I got accepted to a university for a 4-year undergraduate degree and same as before, had to renounce to my seat because of financial issues. In both cases I never attended a single class, plus I wasn't issued a student visa for the latter. Not sure about the former, honestly I don't remember.

Now I'm thinking about applying to another course at a different institution, but I wonder if cic will actually care about my previous two failed attempts to go to school and will decide not to issue a student visa because I refused to begin my studies twice in the past.

You should be fine as long as the studies you are taking make sense in light of your previous education and experience - and you adequately explain the past. I would include a letter (statement of purpose) that provides the rationale for why you are now choosing to continue your studies. You can also use this as an opportunity to explain why you decided not to pursue your studies the two previous time.
