My girlfriend is trying to get her tourist visa for Canada and we are a bit confused by this question.
She has an open PR application but she has only created her profile and entered the details. She is in the pool but hasn't gotten an ITA yet.
So, should we say "Yes" or "No" to the question?
Since the Invitation to Apply hasn't been issued yet, technically, she hasn't applied. But we don't know what if merely creating a profile and being in the pool qualifies as "applied" as well.
