Have you been denied TRV and then re-applied?

Hey Everyone,

Just wondering if anyone here has been denied, re-applied and then received their Visa?

My boyfriend was just refused temporary resident visa (multiple entry) and we are considering re-applying again. We will explain in more detail what exactly we are trying to accomplish there (to visit my family, and for him to meet my family)

I'm just wondering if anyone has been in the same position and if so, what do you recommend?

The first time we submitted:
-my resident card for Mexico ( I am currently living with him)
-my passport
-my notice of assessment from 2010
-Joint bank account for our savings to Canada ($3500) (I also explained we only need to buy plane tickets and will have medical insurance and our costs for the trip would be $1500.)
-2 property papers in his name
-6 months bank history
-Letter from employer with time off
-previous vacation home rental agreement with both of our names from last year
-contract for a utility in my name at the same address to prove we live together.
-my sister who invited us, her and her husbands passport
-Invitation letter, saying we did not need to pay for anything while there.
-my sister and husbands house certificate
-my sister and husbands notice of assessment from last year.

All of his family live here in Mexico, including his 3 daughters (8-16 years). His job is here, his entire family lives within 20 feet of our house all in the same location.

We also advised them we would purchase the plane ticket ahead of time if they needed.

I thought it was so obvious we were not trying to cheat the system and overstay our welcome in Canada, but apparently they aren't convinced.

Any suggestions/idea's welcome
