Have not paid RPRF and were IP, will this cause a delay?

We are Nov 2014 applicants and just had our status go to In Progress last week. We have not paid our RPRF, we were just planning on waiting until they ask and paying right away then. Does anyone know will waiting until asked cause a major delay in getting our COPR issued, or will the payment just be processed right away and not be a very big deal?

You don't have to wait until you are asked, even now. Since you know the RPRF is missing, you could pay it online now and submit the receipt to the visa office as a case-specific inquiry.

I don't think it would delay, or at least not much, if you will be requested to submit a passport since the passport request will request the receipt which you could pay promptly and upload per Majromax above. As long as they are waiting for the passport anyway, delay would be due to their processing of the passport as opposed to their not having the RPRF receipt.

Personally I would nonetheless submit both the passport (or required materials such a copy of the passport, photos for PR card) and the RPRF fee receipt right now unsolicited given that your file is in progress. You're going to have to pay the fee soon anyway. If they have everything at the time your file goes "Decision Made", your confirmation of permanent residence could arrive within mere days of DM.

Based on their other comments, their application is from the US and as such they should be visa-exempt (no passport request).

For those who are not visa-exempt, sending a copy of the passport will not eliminate a passport request. Not only should the copy be included with the application in the first instance as part of the identity documentation, but the actual, bona-fide physical passport is necessary to affix a single-entry visa for landing.
