I have not, but I suspect it would be difficult based on a failed PR application. I should think a mountain of evidence tying the traveler to their home country along with an extensive travel history showing they obey the rules given then would be needed to even broach it with CIC.
I am sorry to hear that your application was denied. I hope you are able to address the issues that CIC has with it, and get it passed in a timely manner.
