Has anybody personally delivered PR app docs to local vsia office in Sri Lanka?

It depends on what document you are submitting. If you are at initial stage of applying for family sponsorship then it should be addressed to case possessing center at mississauga in Canada. However, if it is document the colombo vo is requesting to further process your PR application then...yes you can hand deliver the document. Make sure who ever delivers sings the log book before submitting the document to the security there.
