Has anyone seen a provincial nomination certificate revoked before getting PR

Sure, that can happen if the applicant no longer meets one of the key criteria of the nomination.

Then Sinp contacted the nominee, after several documentation, the nominees was told to get a new relative, but unfortunately, the nominee didnt have any eligible relative in Saskatchewan, he then write a letter of appeal and swear a notorize affidavit that she will stay in the province, what might become the outcome of the nomination certificate? Can they overlook it and still maintain the nomination?

I can't tell you for certain. I think the chances are probably higher that the province will withdraw the nomination than allow it to proceed since it's a requirement to have a relative living in the province. Nothing much you can do at this point but wait. Good luck and hopefully they allow you to keep the nomination.
