What have you applied for? It's hard to comment without knowing the details.

If you have a PR application where a decision hasn't been made, then your main option is to hire a lawyer in Canada to file something called mandamus to force IRCC to make a decision. This costs a few thousand dollars to do.

I applied for work permit Francophone Mobility No Lmia exempte
I don't know if you can do a mandamus for a work permit. You can get a consultation with an immigration lawyer and ask.
