Your question is probably best asked on a forum dedicated to student visas (this is a forum for persons applying for permanent residency through Express Entry). My basic understanding is that persons on student visas are allowed to work for a maximum of 20 hours per week, but I don't know if this is applicable to all persons on all student visas, or if there are other criteria that need to be met. No - you can't.
You cannot work until you start your program in January. Working once you've withdrawn from school is illegal.
No you can't work if you're not a full-time student. You will also need to reapply for a new visa. When you failed to show up to your program in September your visa gets cancelled after 90 days.
No you cannot work because you have to be a full time student in order to work part time. If you don't attend school for 90 days, the college will notify CIC about your withdrawal and they will cancel your study permit. You will have to apply for a new study permit and you cannot work until you get a new study permit and officially attend school in Calgary.
