My husband threw my passport in the recycling bin, and I had to get a new one.

I need to contact the CIC to let them know (and send me another photocopy...) but how do I go about doing that? Can I do it through e-mail?
 
You should contact the LA visa office, if that is where your case is. I'd recommend using the case specific enquiry http://www.cic.gc.ca/english/information/offices/missions/los-angeles.asp

I renewed my passport during the application process and sent a copy via the case specific enquiry and no problems (my office was buffalo though).

I can do the case-specific Enquiry with LA.

But I don't know what my Client ID or File number is. Is it my UCI or my Application #?

Your client ID is your UCI, the file number is your application number.

So far, LA has been asking for the physical passports before issuing CoPRs so you should be ok - you just doesn't want them to issue the CoPR with your old passport number of you'll have to return it and have it reissued

They also changed my name on my passport instead of Hannah Diane **** it is HAnnah ****.

And, they didn't give a proper UCI. It's 8 numbers without a dash, and it doesn't let me check my application status. My File number does, though.
