h1b visa processing time.....

I have send application on U.S. Visa Holder Category on March 2010. I recently got email to send some of the documents on June 2012 which I did. There is a processing time of 28 months. I donot understand if this time start from beginning of the application process that is two years ago or it will start now that is from June 2012.
Hope some one will have answer.

well, you will receive your nomination letter on July 10, 2012. Now, the most urgent thing you need to do is to apply FBI background letter, it takes 8 weeks to get it.

How do you know I will receive nomination letter on July 10, 2012. Is that for everyone who got reply through email? Is this nomination letter will come in the mail box or email?
