I have a question for my friend and his family, they came to canada on visitor visa and had a baby here! The baby is currently 2 weeks old and having some major medical issues! So, they cant travel back to home country given the baby is critical and treatment will be longer! Doctors are willing to provide the medical certificate “unfit to travel”. Can my friend apply work permit under humanitarian and compassionate grounds?
Getting a work permit is necessary because of affordability issues in Vancouver.

If the baby is a Canadian citizen then the baby can stay. It is a common occurrence that parents without status who have Canadian children are removed. It sounds harsh, but people who have been in Canada long enough to have multiple children get removed so this one won't break any hearts at the CBSA.
 
Your friend is able to travel home to work if he needs to work. No he doesn't qualify for a work permit. I also hope your friends has lots of savings because his bill is easily over 100K. This is why birth tourism is not a good idea.
 
Just realized that if he can't afford 2 weeks in Vancouver how is he going to afford a huge medical bill. If you are Canadian I hope you are helping your friend make arrangements to pay off his bill even if it takes his whole life. Your friend can anticipate having difficulty visiting Canada again given the birth tourism.

How are they paying the massive medical bills?

There are no H&C grounds to get a work permit. They put themselves in this situation by coming to Canada to have a child. As said above, he can easily return to his home country to work until the child can travel.

No they didn’t had intentions for birth tourism somehow they ended in this situation and yes he wants a solution for supporting his family until the doctor’s say she’s fit to travel,thanks for your reply

They still have visitor valid status and they just had one child,thanks for the reply!

For the time being his bills were covered by bc children hospital looking at the critical situation of the mother and child but he will be paying the expenses for all the treatments once they get discharged

He has been surviving in Canada for a few months? How long has the mother been hospitalized?

The BC Women and Children's hospital will not evict a patient for lack of funds. They will expect your friend to repay in some way.

The mother isn't hospitalized the child is. Mother likely spent a few days in hospital.
