I have a question ı from mexico my wife is from newyork american ı did married 2012 and ı moved canada ı did apply her permenent resıdance she have a daughter but she give daughter another famıly adopted when her daughter 2 years old she gıve adopted her daughter other famıly 2003 when ı apply permenent resıdent my wıfe daughter is my famıly member or not or do ı need ınclude her daughter thank u

If the daughter was LEGALLY adopted, she is no longer your wife's legal daughter. If it's just a "guardianship", she is still your wife's dependent and must be included.

The child is 18 years old and was legally adopted by another family, I think hes saying ..

No. Not required if legally adopted by another family. She is not your family member any more.
