Visa processing hasn’t stopped. It just takes longer. For India, visitor visa processing is 8+ months not including biometrics. Your husband should be applying for spousal sponsorship and not a visitor visa.

The majority of spouses of Canadian PRs and citizens get denied because most are not temporary visitors. With long processing times for TRVs it would be best to start the outland sponsorship process. If the TRV is approved you could finish the outland sponsorship in Canada. If there is an interview it will be in India which is the only potential issue.
