So, background:
  • Canadian citizen and Russian citizen wish to be married. Russian citizen would then be sponsored to Canada.
  • Russian citizen currently lives in Shanghai and has been denied TRV. Has Chinese work permit.
  • Canadian can travel to China.
  • China has recently (1 April 2019) announced that China will no longer register marriages between foreigners. The couple had been planning to register marriage on Monday.
  • While Canadian can travel to China, cannot stay there for a year to establish common law status.
Question: in your opinion, are there grounds here for a conjugal sponsorship?

What's the reason why they can't get married in Russia? That would seem like the most obvious option.
 
It isn't a requirement to venture to whatever country will take them for marriage, is it?

There certainly isn't a requirement to venture to every single country possible to see if marriage can be arranged. However Russia is the applicants home country. IMO conjugal will be difficult to prove if marriage is fully feasible in the applicant's home country. In that case there aren't any real immigration barriers. Just my opinion...
