Hello,
I would like to sponsor my mother to Canada. She's been widowed for the last four years and has no family who would bother to take care of her in Mani
 
Title is supervisa so you want to apply for a supervisa. You need to meet LICO and purchase health insurance. A supervisa lets her visit no live in Canada. If for a supervisa, ask questions under visitor section not family sponsorship.

Are you a PR or citizen? How long have you been living in Canada and did you earn over LICO in the last year? It would show on your NOA.

No family in Manila will care for her. She is turning 90 and recently suffered a stroke. She is recovering well.
Can I still sponsor her and could you recommend an insurance company that will insure her? Thank you.

You are asking about a supervisa so that is not sponsoring her to move to Canada. It is a visitor type visa. You need to meet LICO for the number of people in your family based on your NOA. If you are citizen, then you have NOA every year from CRA. Can’t suggest insurance companies but she needs to pass the medical.

NOA is notice of assessment. It is found on your tax return and shows your taxable income for the year. LICO is the minimum income you need to sponsor someone based on family size.

In most cases care for anything related to her stroke will not be covered by insurance. Supervisa insurance is essentially emergency medical travel insurance. You say no family in Manila will care for her but is there family members in Manila? Is there family in the Philippines? Do you have any other siblings and where do they live?
