We applied for Sponsor Class Grand Parents on november 19, 2011. CIC has confirmed the application. Nothing happend since that time.
So waiting almost 38 months. Can we apply for Super Visa inexpectation there decission?

Unless you have mistaken your dates, Nov 2011 states you just barely crossed 24 months. There are those who have waited 2x longer already so you are essentially just beginning the wait. I think it is indeed ok to also apply for the Supervisa while you wait for the other application to move.
