Is it a good idea to study graduate certificate program at University of Saskatchewan?

Why not do Master's, nobody respects certificates in Canada

I applied in Masters of Public Policy. But they couldn't provide me with a slot. They said they can offer me a place in their graduate certificate program for public policy and I can move to their Masters program and transfer credit if I do well in my coursework.

I rejected that idea and accepted another university's offer letter for their Masters of Public Policy Administration as visa possibility for certificate program is very low.
