As many of the contributors on this forum desperately seek employment in order to come to Canada, I fail to understand how this new legislation will be "good news". Employers always had to prove they couldn't find locals to fill positions. Jobs had to be posted on Job Bank so unemployed people across Canada had ready access to that source of information if they were actively looking for work. The government plans to toughen these rules. Charging employers for LMOs is going to find its way down to the potential employee in many cases as I have heard it does for transportation costs, etc. I think the best way to keep a level playing field that ensures employers will not prefer to hire outside Canada would come from monitoring equality of wages and benefits paid to ALL employees for a comparable job with the same employer.
