You shouldn't have sent your passport if you were planning on getting married before landing. However, sponsoring your wife takes a long time in Islamabad.

In your situation, I would recommend that you send a request to the visa office to put your visa on hold because you want to get married and add your spouse. Then wait for them to respond. If they respond with ok, no problem, then get married and add your spouse. If they don't respond and send you a visa anyway or say that since you sent in your passport, you can't add her any more, you should not get married at this point but land first, then get married, then sponsor.
 
Should I send my passport back to CPP Ottawa and tell them my plans have changed and I am planning to get married before getting permanent resident. In that case do i need to resend the whole application or just add my spouse after i get married

So you already have the passport with the visa?

In that case, you should send a request for info from the visa office and ask if you can still return your visa and add your spouse? If they say no, because your visa is issued, your file is closed, you will have to land, then marry, then sponsor later.

If they let you return the visa and add your spouse, you will have to re-do all the forms where your wife would be listed as well as she would have to fill out her forms.
 
YES My passport has left CPP ottawa. re do all the forms meaning applying for PR from scratch including my security etc checks or does it mean just add my spouse to the current application.
What i mean is if my visa is stamped on the passport does it mean my file has been closed ??

Yes you read it write. You have to get everything done from Scratch, PCC and medical as these are only valid for 6 months. :o
I understand your position, You are almost at the end don't complicate your application now. I would still suggest to delay your marriage until you land and receive the PR card and than you are free to travel outside and get married.

Else its your call. :-\
