Got married after getting approval from CIO

Hello Guys,

one of my friend got married while his application was under processed in Central Intake Office in Sydney, NS. Now he got an intial approval to submit his single application in Buffalo CIC.

where he will pay the fees for his wife CIO or Buffalo? what's the process?
