Got ITA in 2009, Can it help in any way to get the PR now again ?

Just so that you're aware, I had applied for Canada PR back in 2002 and got it successfully in 2009 however couldn't go due to some personal challenges. I do have the proof of landing and CIC # B0441207**. Does this also help in any way?

Did you actually land and become a PR? Or did you receive the landing visa (COPR) but not actually come to Canada and become a PR?

BTW - ITAs were not being issued in 2009. ITAs are something relatively new.
