I applied for a study permit extension on 16th September. Today I received a message on the cic portal saying "Payment Receipt: You are required to provide payment of Biometric Fees: $85." Is this normal because it has not been 10 years since my last Biometric? Once I pay this fees, will I have to go and give my Biometrics again?

Yes, it’s normal. IRCC sometimes asks for the biometrics fee even when your biometrics are still valid for 10 years. Once you pay the $85 fee, you usually do not need to give biometrics again unless IRCC later issues a Biometrics Instruction Letter. The message you received is not a request to re-do biometrics — only a request to pay the fee.
