In this specific case, he could have travelled, visa-exempt, to the USA and crossed the land border. That would have saved him the PRTD phase.
unfortunately he is not member on this forum otherwise good advise can save him lot of hassle and time :)
 
Would all be so easily fixed if the government changed the system to link a non citizen passport to PR status as opposed to a system where a person has go to a different country and wait possibly weeks to get a PRTD just because through no fault of their own their card was stolen. After all a new PR needs a passport to apply for PR in the first place so whilst granted passports do get renewed immigration do start off with a passport and PR status link.

The onus would still be on the PR to update the system should they get a new passport and also to still maintain a valid PR card but this would be such a simple thing to do and if the individual travels and have not complied to these simple requirements then PRTD it is.

Having said above personally do not have much sympathy for anyone not keeping their PR card valid (not so in this case) or applying for citizenship when they are able especially as in this case after so many years but everyone has their reasons other then being lazy.
