Many people land and leave Canada before getting their PR cards only later to find out that its a photo problem and they need to come in person which is a big issue as many have commitments to fulfill and plan to land later.
But now the rules have changed.

You need to check the time in your country and the time in Ottawa before making a call and keep a lot of patience since if u r connected too sometimes the call is kept on hold for at 10 minutes so u have to keep some extra credit on ur mobile.
Be very courteous as the call is sometimes recorded.
After u make a call and get a positive response they will send the above mentioned letter to ur canadian address provided on file.
Your relative , friend can send it to u outside Canada. You need to attach the photos and sign and send back to ur friend or relative who will post it from Canada and receive the PR cards in 3 weeks on their address and then u can plan accordingly the best way to get it back to you thru a courier or someone known visiting ur homeland.

If you read the Bulletin closely IMHO it is only for applications for extension of PR cards in Canada, not the new ones for new Immigrants.

"Background

Applications for the PR Card are made by completing and mailing an application form (IMM 5444) to CPC-S. In accordance with the requirements of R56 and R57, all applications must be made in Canada and include the fee, photos, proof of residence in Canada for the five years immediately preceeding the application, identity documents, and supporting documents. CPC-S is responsible for the intake, file creation and initial processing of PR Card applications. "

Note the talk of mailing an application, proof of residence, supporting documents, none of those are part of the PR card processing for the initial card at a Port of Entry.
