Not how it works. If you want to study in Canada, you need to be accepted to a school and apply for a study permit. You need to show at least $25,000 in funds.

Also, you can't apply for first time study permits from within Canada, you need to be somewhere else when you apply and then come into the country as a student. First step is choosing a program, then getting accepted, and THEN apply for the permit before you move here
