going back to home country without getting pr card

please let me know that , can we go to our home country(without getting pr card) after doing our landing at U.S border.
one of my friends told me that we can get a visa to enter canada from our home country too if we dont have a pr card but pr

I've done it before, you can apply permanent resident travel document at Canadian embassy from your home country just takes 5-7 working days after submitted.
