Go to Canada before Outland application is approved

I (Canadian citizen) sponsored my common law partner (British) while we were both living together in England. Since we have sent off our application, my working visa in the UK has expired and I have had to return home to Canada to continue generating income.

My question is can my Partner come to Canada to stay with me while the outland application finishes processing. He wont be working in Canada until the application is approved, so I will be supporting him financially during this time. I have read so many different things regarding this so I was hoping for some clarity from someone who has done something similar.

He just passed his medical exam so we know things are moving but we are both really struggling being apart and not knowing when we will see each other again.

I would appreciate it if you could let me know your thoughts and point us in the right direction regarding what steps we will need to take if this is a possibility.

He will need to obtain an eTA to fly to Canada. Since he has already passed his medical, I suspect that there would be a good chance for an eTA approval, but as you can appreciate...it's never a guarantee.

ETAs for citizens of visa waiver countries are routinely approved (there are exceptions but usually for reasons).
