Since the applicant was on a PGWP, the employer did not have to show recruitment efforts. Having said that, I think ESDC is still entitled to reject an application on the same basis because there's nothing that clearly states that ESDC can overlook that criteria. don't you think so?

jes_ON said:True enough, if you're visa-exempt, you can leave, and when you come back you can stay for up to 6 months as a visitor. You'll lose "implied status" as soon as you leave, but you'll lose it soon enough anyway..
Just be sure to update CIC with your change of address...
