getting PR for myself and my spouse while he is outside of Canada

Dear Friends,
I am eligible to apply for PR under CEC stream. It's been 7 months that I am married and my spouse lives
outside of Canada.

1)What kind of stream is he eligible to apply under? Can I apply for him?
2)Does he need to meet any requirement for language?

1) you can include your spouse as your dependant in your CEC application

2) there is no language requirement for spouce(dependant) in CEC
