Getting PCC right before leaving the country.

I live in the Netherlands and getting PCC here is a bit of an arduous process. This is why even CIC does not require the applicants to submit the Dutch PCC beforehand with the application. I was wondering that since I am living here, and that I will be leaving soon, is it possible to get my PCC right before I leave the country because I am planning to apply for express entry within 6 months of leaving this country. Or will CIC demand a new certificate because I obtained it right before leaving the country? Someone told me that I can only request for Dutch PCC once I have actually left the country for good. But to be honest, it would be much easier for me to get it while I am still here.

No it needs to be issued after the last time you left a country, that you lived in for 6 months or more.
