Getting married after PR - spousal visa

Hello, can someone please shed some light on spousal PR? I already have a Canadian PR. If I get married outside Canada,
1. If I have to apply for my spouse's PR, how long does the process take?
2. If it takes too long, can my spouse travel with me to Canada without a PR, lets say on another visa (like US H-4 visa)?

1)upto 12 months during which time as a PR you would have to apply from Canada
2)If not from a visa exempt country your spouse would need a TRV to travel to Canada which can be a challenge to get approved when a spouse sponsorship is in process. Any US visa is only good for the US not Canada

So can I apply for my spouse's PR from Canada while we both are in Canada (spouse on TRV, me on PR) or is the TRV short lived than 12 months?
