I am sponsoring my husband who is American but we both live in Japan together. He needs to submit a criminal background check for the USA. As instructed, he went to a local police station here in Japan to get his fingerprints taken. After having his prints taken, my husband asked them to sign the FD-258 card and they refused, stating that "Japanese police don't sign anything." Then he pulled out a binder of FD-258 cards without signatures that had been taken in the past and told my husband that it was fine...
We plan on using an FBI channeler, so my husband emailed them explaining the situation and asked if not having a signature was ok. They said no.
Any ideas on what we can do?
