Getting a working holiday visa

Hello,

As a French citizen, entitled to up to 2 years of a working holiday visa, I was curious to know whether I could still obtain such a visa if I have an ongoing permanent residency application ?

Will I be refused the visa because of my PR application, or will I get a shorter one ?

You're still entitled to apply just like anyone else.
