I have a Moroccan friend that would like to visit me in Canada but they currently have no job and are not studying.

Would it be too difficult for them to get a TRV? Would a letter of invitation work if I specify that I would be funding the entire trip?

It will likely be very difficult to be approved without a job, savings to pay for the trip and other ties such as property. IRCC wants to see that the person traveling can fund their own trip. Has this friend previously visited other countries requiring visas such as the US or UK? If so, that will help the application.

They have previously needed a visa to travel to Dubai, but I assume that likely won't help?

That's right. Unfortunately that's of no help. Without ties such as a job and property and without their own funds, the chances of refusal will be very high unfortunately.
