I became a Permanent Resident of Canada on March 13, 2014 but I still haven't received The Card. All I got is a Confirmation of Permanent Residence. Can I apply for a permanent SIN number with this only confirmation (+my national passport as an ID)? I checked Service Canada's website:

and it says that I'd have to provide one of the following docs:

- a Permanent Resident Card ...
- a Confirmation of Permanent Residence and visa counterfoil affixed to a foreign passport or a travel document;
...
...

So seems like it's enough but what is "visa counterfoil affixed to a foreign passport or a travel document" exactly?
 
Just take your confirmation of PR plus your passport to service canada and they'll sort your sin out

Re counterfoil - some countries need a visa to enter canada. Some font and if you don't know about this then there's a very good chance you don't need one :)

What passport do you hold?
 
If you applied outland, it should be no problem to take your COPR and passport and use that to apply for a SIN.

If applied inland, many people have had problems getting SIN with inland COPR, and are told to wait for PR card. However usually people with inland app already have an OWP/temp SIN, so can just continue to work on that until a full SIN can be obtained.
