Getting a Open Work Permit if my Outland Spousal Sponsorship under process?

Hello Everyone!

I haven't applied to the spousal sponsorship yet but surely will do it by end of this month. I would want to know if my Outland Spousal Sponsorship is under process and I have already got a TRV for 4 years then can I visit Canada anytime and will it be possible for me to apply for Open Work Permit (OWP)?

Please advise as I would like to start my life asap in Canada and would want to look for a job. If not then could you please advise me the better solution.

For Info:
I have my wife and a son (both canadian citizen) living with me in Dubai, UAE and I have a job in Dubai. I would like to goto Canada and apply for jobs asap so that I can start supporting my family. The reason I am applying for Outland Spousal Sponsorship is bcause of the processing time i.e. 12-13 months whereas Inland is about 22-23 months.

Can someone clarify on that too.

OWP is only available for inland applications.
