Calgary here I come!!
I have been driving for the past 10 years with no accident records in Singapore and would like to ask if there is a need to take a practical test to obtain a class 5 license. Could someone kindly advise?

what is the fastest timeframe to obtain a license once you land?

You can find some info on the process here: http://www.albertacanada.com/opportunity/living/transport-driver-licence.aspx and here: http://www.servicealberta.gov.ab.ca/1671.cfm#all_other_JM

Since Singapore does not have an exchange agreement with AB, you would need to pass the written test and road test. If you are able to prove 2 yrs. of driving experience, you may be allowed to take the advanced road test right away and get a full license if you pass. Otherwise, you can take the basic road test and get a 2 yr. probationary license.

You would need to give your license and papers to the AB govt. for verification which may take a couple of weeks. After that, you could be cleared to take the road test. You would have to pass the written test first though. You'd do all of this through a registry office.
