Well this is my idea, would it be difficult to get a visitor visa for the wife first and do an inlan process?

Even if the spouses gets it, would it be weird to go by immigration with a family with kids all canadian and one spouse with a Tourist visa?

Any experience about it?

What do you mean one spouse with tourist visa ? is that spouse not in canada ?
cause when you go for inland process, they will probably cancel all outstanding visas to finish inland process, they cancelled my TRV when I went for my Inland process.

If your one immigration process is in application, IRCC will not approve another application for the same person.
As you are in process of another application, waiting for that application result will be the best outcome.
And for both of you to go to Canada you have to do tourist application for both of you, but by looking at your condition, waiting is the best bet.
